Roux Associates completed a large-scale soil investigation and remediation under the NYSDEC Voluntary Cleanup Program for a NYC developer, at a 9-acre former Manufactured Gas Plant located along the Gowanus Canal in Brooklyn, New York. The remedial goal for the project was to prepare the Site for commercial redevelopment as a retail home center. The soil investigation included the characterization of coal tar contamination throughout the Site and within the former gasholders. The soil quality data were used to delineate the lateral and vertical extent of the coal tar contamination that exceeded the NYSDEC Site-specific cleanup criteria.
Roux Associates performed full-time construction management services during the remediation phase of the project. The construction management activities included:
Evaluation of bids, contractor interviews, review, and approval of contractor submittals
Preparation of a Beneficial Use Determination (BUD) for re-use of treated soils
Excavation and offsite thermal treatment of over 33,000 tons of coal tar impacted soil
A product collection program for the gauging and collection of mobile coal tar
A passive underslab vent system with an associated impermeable vapor barrier
The project was completed on an expedited schedule to meet our client's contractual obligations. The new "big box" home center has been completed and is currently in operation.
