Scrap Metal Recycling Facility

This large scrap metal recycling facility operates four diesel-powered electrical generators that supply electrical power to operate metal recycling equipment (baler, shears, granulator, etc.). Roux Associates was initially retained to prepare an annual report on NOx emissions to satisfy provisions of the facility's State Facility Permit and demonstrate compliance with an emissions cap (NOx). Subsequently, we were asked to help develop an operational and permitting strategy that would allow the facility to continue to comply with the emissions cap, while installing and operating a new generator and recycling equipment. The strategy relies on the fact that the new generator (designed to meet USEPA Tier 2 fuel and low emissions targets) would be much more efficient than the smaller generator that would be retired and replaced.
Upon review and approval of the strategy by the funding agency, Roux Associates assembled necessary data and submitted an air permit modification application. The permit application demonstrates that if the new equipment is operated in accordance with the strategy, the facility could remain below Title V Operating Permit applicability thresholds and retain State Facility permitting status.
