Roux Associates initially conducted an audit of air emission sources and permit compliance with respect to NYSDEC and U.S. EPA regulations at this bulk fuel oil and asphalt cement distribution facility in the Bronx, New York. As a result of the audit, a NY State Facility air permit application was prepared and submitted to NYSDEC. The initial assessment featured site visits and personnel interviews to capture physical and operational data on existing bulk storage tanks, boilers, asphalt cement tanks, fuel transfer operations, and emergency generators. Following a detailed analysis that included development of an emission inventory of potential and actual emissions over the past five years, it was determined that a State Facility permit application should be prepared.

Roux Associates assembled the necessary data and prepared the permit application so that it addressed all emissions sources at the Terminal. The permit application also proposed the adoption of a cap on facility-wide NOx emissions. It was demonstrated that the emissions cap would allow the facility to remain below Title V Operating Permit applicability thresholds.
